Non process user and Script Includes

I have the Script Include get_TeamMates
it look at your groups and returns all the team colleagues
Works well

i have a report and a published page that use a report based on this function
All works well

If I now ask a non process user to run the publish report or go to a content page where the report has been added as a gauge, the user gets 0 records. as soon as the user is a process user the reports show the correct data

I did have this as a Business Rule and it does the same thing.

Anyone got any ideas on why it is failing for a non process user ?
